LCRA Board of Directors

The LCRA Board of Directors is composed of 15 members appointed to six-year terms by the governor and confirmed by the Texas Senate. The Board meets regularly to set strategic corporate direction for the general manager and staff, to approve projects and large expenditures, and to review progress on major activities and issues. Timothy Timmerman, chair
Travis County
Timothy T. TimmermanTimothy T. Timmerman of Austin is a real estate investor/developer and owns Commerce Texas Properties, Inc. He developed the Star Ranch Community and Golf Course north of Austin. He is a certified public accountant and holds a Texas real estate broker’s license. He is a member of the board of directors and chairman of the Audit Committee for Citizens, Inc., a New York Stock Exchange company. He serves on the board of the Round Rock Community Foundation and also serves on the board of St. David's Medical Center in Round Rock. He is a member of Good Shepherd Episcopal Church of Austin. Timmerman received a bachelor’s degree from Texas A&M University and a master’s degree from The University of Texas at Austin. Gov. Rick Perry appointed him to the Board in February 2008 for a term that expires in 2013. The Governor named Timmerman LCRA Board Chair in January 2011.

 

Rebecca A. Klein, vice chair

Rebecca A. Klein Rebecca A. Klein of San Antonio is principal of Klein Energy LLC and is counsel to the law firm of Tuggey Rosenthal Pauerstein Sandoloski and Agather L.L.P., where she specializes in energy, telecommunications and national security related matters. Gov. Rick Perry in 2001 appointed her as a commissioner on the Public Utility Commission of Texas and as chair from 2002 to 2004. Klein is a lieutenant colonel in the U.S. Air Force Reserve and served in the White House from 1989 to 1992. She sits on the boards of an Austin biotechnology company, a financial firm based in New York City and Avista Corp., an energy company in Spokane, Washington. She received a bachelor’s degree from Stanford University, a master’s degree from Georgetown University and a law degree from St. Mary’s University. She chairs the board of a non-profit, Power Across Texas, dedicated to energy learning in the State. Klein was appointed LCRA Board chair by Gov. Perry in January 2008, and served in that role until January 2011.

 

Kathleen Hartnett White,  secretary
Bastrop County
Kathleen Hartnett WhiteKathleen Hartnett White of Rosanky is Distinguished Senior Fellow and Director of the Armstrong Center for Energy and Environment for the Texas Public Policy Foundation. She has an extensive background in water and energy-related public policy and has received numerous awards and recognition for her leadership. White served a six-year term as Chairman and Commissioner of the Texas Commission on Environmental Quality (TCEQ), which has regulatory jurisdiction over the state’s river authorities as well as air and water quality, water rights and utilities, waste storage and disposal and the agency’s staff and budget. White currently serves as vice chairman of the Texas Water Foundation and on the board of the Texas Natural Resource Foundation. She served previously on the Texas Water Development Board, the Texas Economic Development Commission and the Environmental Flows Study Commission. White and her husband own a 125-year-old ranching operation. Gov. Rick Perry appointed her to the Board in July 2008 for a term that expires in 2013.

 

J. Scott Arbuckle
Wharton County
J. Scott ArbuckleJ. Scott Arbuckle is a real estate manager for Legacy Trust Company in El Campo. He graduated from North Texas State University, in Denton, is married to Theresa Ann Arbuckle and lives in Wharton County. Arbuckle was appointed by Gov. Rick Perry in March 2011 for a term that expires Feb. 1, 2017.

 

Steve K. Balas
Colorado County
Steve K. BalasSteve K. Balas of Eagle Lake is a pharmacist and owner of Eagle Lake Drugstore Inc. He also owns and manages a rice farm in Eagle Lake. Balas is a member of the Lower Colorado Regional Water Planning Group for the state’s Region K water planning area and a past board member of the Texas Rice Producers Association and the U.S. Rice Producers Association. He is a board member of the First National Bank of Eagle Lake and a past advisory director of The Federal Reserve Bank of Dallas. He also serves on the boards of the Rice Medical Foundation, the David and Eula Wintermann Foundation of Eagle Lake, and United Drugs, a national pharmacy cooperative. He received a bachelor’s degree from The University of Texas at Austin. Gov. Rick Perry appointed him to the Board in 2007 for a term that expired in 2011 and reappointed him in March, 2011 to a term that expires Feb. 1, 2017.

 

Lori A. Berger
Fayette County
Lori A. BergerLori A. Berger of Flatonia is self employed. Berger, a former council member and mayor of the City of Flatonia, has been vice chair of the Association of Rural Communities in Texas and served on the boards of the Fayette County Gardenia Jansen Animal Shelter, Fayette Memorial Hospital Foundation, and the Texas Department of Housing and Community Affairs Board Regional and State Review committees. She served as co-chair of the Flatonia Czhilispiel and a member of the Houston Livestock Show and Rodeo Committee and Flatonia Chamber of Commerce. Gov. Rick Perry appointed Berger to the LCRA Board in 2009 for a term that expires in 2015.

 

John C. Dickerson III
Matagorda County
John C. Dickerson IIIJohn C. Dickerson III is a Financial Advisor with Edward Jones in Bay City. He is a founding member of the Tributary League, which supports the Colorado River Foundation, and is the current Chairman of the Matagorda County Convention and Visitors Bureau. A graduate of The University of Texas at Austin and South Texas College of Law, Dickerson served as Matagorda County attorney from 1985 to 1993. He is a member of the State Bar of Texas, Life Fellow of the Texas Bar Foundation and a Past President of the Matagorda County Bar Association. Dickerson also has been active with the Bay City Chamber of Commerce and the Bay City Lions Club. Dickerson has served on the LCRA Board since 2004. Gov. Rick Perry reappointed him to the Board in 2009 for a term that expires in 2015.

 

John M. Franklin
Burnet County
John M. FranklinJohn M. Franklin, of Burnet County, is a program manager for Celestica Aerospace Technologies, a defense contractor. He is a University of Texas graduate and former mayor of Pflugerville, Texas. He was appointed in March 2011 by Gov. Rick Perry for a term that expires Feb. 1, 2017.

 

Raymond A. "Ray" Gill Jr.
Llano County
Raymond A. Gill Jr.Raymond A. "Ray" Gill Jr. of Horseshoe Bay is an architect and realtor and owner of R. Gill and Associates, an architectural firm. He has provided architectural design services for a variety of projects that include schools, city and county facilities as well as banks, office and medical buildings, car dealerships, resorts and golf related facilities. Gill is a member of the National Council of Architectural Registration Boards, National Association of Realtors and National Homebuilders Association and former vice chairman of LCRA’s LBJ/Marble Falls Regional Council. He has served as president of the Chandler Creek Municipal Utility District, a director at MBank and Chairman of the Round Rock Chamber of Commerce, Chairman of the Round Rock Economic Development Committee, and on the Texas Board of Architectural Examiners and the City of Round Rock Historic Commission. Gill was also Chairman of the Architectural Registration Exam Committee and has received awards and honors from the Austin Associated General Contractors, Central Texas Masonry Contractors Association and the School Board of the Irving, Texas Independent School District. He is a graduate of the University of Texas at Austin. Gov. Rick Perry appointed him to the LCRA Board in 2011 for a term that expires in 2017.

 

Jett J. Johnson
Electric service area, Mills County
Jett JohnsonFrom 1986 until 2002, Jett J. Johnson owned and operated a feed, seed, and fertilizer business in Goldthwaite, Texas. After selling this business in 2002, Johnson then opened a Farmers Insurance and Financial Services business in Goldthwaite, along with a real estate brokerage operation. In 2010, Johnson sold all of his interest in the insurance and financial business. Today, Johnson ranches and is a licensed real estate broker. He serves as a volunteer coach for Mills County Youth Programs and is a past member of the Mills County Chamber of Commerce. Johnson received a bachelor’s degree from Texas A & M University in 1983. Goldthwaite is the county seat of Mills County. Gov. Rick Perry appointed Johnson to the LCRA Board in 2010 for a term that expires in 2015.

 

Sandra Wright Kibby
Electric service area, Comal County
Sandra Wright KibbySandra Wright "Sandy" Kibby of New Braunfels is vice president of Wright Distributing Co., Inc. and vice president of the Wholesale Beer Distributors of Texas. A native of Bastrop, she also serves as vice president of the New Braunfels Chamber of Commerce Board of Directors and is a past member of the New Braunfels Women's Chamber of Commerce. She is a member of the Brauntex Performing Arts Theater advisory committee, the New Braunfels Foundation Trust, and a past member of the New Braunfels ISD Education Foundation. She is a past board member of the National Beer Wholesaler Association and founder and past board member of Calvary Episcopal School in Bastrop. She also received the New Braunfels Masonic Lodge's Community Builder Award. A University of Texas graduate, Kibby was appointed by Gov. Rick Perry for a term that expires in 2017.

 

Thomas Michael Martine
Blanco County
Thomas Michael MartineTom Martine of Cypress Mill is president of Martine Properties Inc. He is a member of the Urban Land Institute, Austin Commercial Real Estate Society, Real Estate Council of Austin, and Austin Apartment Association. He is also a member of the Westcave Preserve Council, Texas Wildlife Association, Austin Woods and Waters, and the Tributary League which supports the Colorado River Foundation. He received his bachelor's degree from the University of Texas at Austin. He also serves on the Boy Scouts and Seton League House boards of directors. Gov. Rick Perry appointed him to the Board in 2009 for a term that expires in 2013.

 

Michael G. McHenry
San Saba County
Michael G. McHenryMichael G. McHenry of San Saba is owner of Cherokee Creek Inc. McHenry worked for 32 years with Ecolab, Inc. He currently is a member of the Texas Wine and Grape Growers Association and Hill Country Viticulture Advisory Committee. He is also a volunteer counselor for the Texas Department of Criminal Justice. He is a former board member of the Texas Restaurant Association Education Foundation. McHenry attended Louisiana Tech University. Gov. Rick Perry appointed him to the Board in 2009 for a term that expires in 2015.

 

Vernon E. "Buddy" Schrader
Llano County
Vernon E. SchraderVernon E “Buddy” Schrader of Horseshoe Bay is a retired vice president of Luby's Inc. He is a past member of the Horseshoe Bay City Council, past president of the Horseshoe Bay Property Owners Association, and was a member of the Llano County Tax Appraisal board. He served on the Board of Directors of Court Appointed Special Advocates (CASA). Schrader served in the U.S. Army and received a bachelor's degree from Trinity University. Gov. Rick Perry appointed him to the Board in 2009 for a term that expires in 2015.

 

Franklin Scott Spears Jr.
Travis County
Franklin Scott Spears, Jr.Franklin Scott Spears Jr. of Austin is an attorney and partner with Arenson & Spears for more than 20 years. He is an AV-rated attorney, meaning that his peers have given him the highest possible rating for his legal ability and ethical standards. Spears is a member of the St. Mary’s Law School Alumni Board and advisory board member of Ministry of Challenge. Additionally, he is a member of the Rotary Club of Austin, the State Bar of Texas, the Austin Bar Association and a past director of Austin Young Lawyers. He also is a member of the Tributary League, which supports the Colorado River Foundation. Spears began his legal career following graduation from law school as a clerk for a U.S. district judge. He went on to serve as assistant attorney general of Texas from 1981 to 1983 and retired as a commander in the U.S. Navy Reserve, Judge Advocate General Corps, after 24 years of service. He received a bachelor’s degree from the University of Texas and law degree from St. Mary’s University. Gov. Rick Perry appointed him to the Board in 2007 for a term that expires in 2013.

Twelve of LCRA's 15 directors represent LCRA's statutory district, 10 counties in the lower Colorado River basin (San Saba, Llano, Burnet, Blanco, Travis, Bastrop, Fayette, Colorado, Wharton and Matagorda counties). Each county has one director, except for Travis, which has two. The remaining director's seat is an "at large" position that rotates among the remaining nine counties.

Three directors represent LCRA's electric service area outside the statutory district. These are "at large" positions that rotate among the counties in LCRA's electric service area.
