Topless sunbathing, flood debris and safe boating: Ask LCRA

Q: Can women sunbathe topless at Lake LBJ?

A: Women may sunbathe topless at Lake LBJ or other Texas waterways as long as it’s done in a manner that does not constitute disturbing the peace, according to state law. Essentially, that means the sunbathing is done in relative privacy and not in a provocative or lewd manner that disturbs other members of the public.

Q: What happens to the debris that washes into the Highland Lakes during floods and heavy rains? Does LCRA collect it?

A: Much of the debris that washes into the lakes either floats ashore or sinks. Some debris can remain afloat or partially submerged in the lake for as long as three weeks, which is one of the reasons why LCRA does not encourage water recreational activities in the aftermath of a flood or heavy rain. While LCRA may mark some large debris that may pose a navigational hazard, boaters are responsible for watching for any debris that could be hazardous to watercraft or skiers. LCRA is not responsible for collecting or cleaning up flood debris that washes onto private property.

Q: I just bought a new boat. What kind of safety equipment should I have on board?

A: According to the Nobody’s Waterproof Web site, items required by state law include lifejackets or other personal flotation devices for each passenger; functioning navigational lights and mirrors; a horn, whistle or other sound-making device; a fire extinguisher; and a certificate of title for the boat. The site also recommends additional equipment, such as a first aid kit, two-way marine radio, all-hazards radio, sunscreen and drinking water, which may come in handy during unexpected situations and help make your time out on your boat safer and more pleasant. Check the Nobody’s Waterproof Web site for additional tips on how to play it safe on the water.
