Leander–Round Rock Transmission Line Project

LCRA TSC is completing a new 138-kilovolt (kV) transmission line in southwestern Williamson County. The project includes a new 138-kV transmission line to connect two new substations to the existing Leander and Round Rock substations. The Public Utility Commission of Texas (PUC) approved the project in June 2017.

This project addresses the need for additional electric transmission infrastructure to serve the rapidly growing area in Williamson County from Round Rock to Cedar Park and north to Leander.

The new substations are located between two 138-kV transmission corridors in an area of Williamson County with no transmission service. The area of Williamson County north of Austin and between IH-35 and U.S. Highway 183 is one of the fastest-growing areas in the state. The growth has significantly increased electric demand. Additional electric infrastructure is required to maintain safe and reliable electric service to this area.

Project update
The Leander-Round Transmission Line Project is fully energized. Crews will be performing cleanup work and other related tasks in the coming weeks.

April 13, 2020
Project update
Crews are scheduled to install transmission line on the final phase of the Leander-Round Rock Transmission Line Project from Tuesday, April 14, through Thursday, April 16, with work along Hero Way taking place 7 a.m. to 6 p.m. each of those days. Traffic on Hero Way will be stopped in both directions for 15 minutes or less on Tuesday, and the left lanes in both direction will be closed through Thursday.

Most portions of the Leander-Round Rock project are completed and energized, and the remainder is expected to be fully energized in June 2020.

Project update
Work is continuing on the portion of the line from the Leander Substation to Ridgmar Substation. This is the final portion of the project, and work on this section of the line is expected to be completed in April.

In December, the portion of project from the Ridgmar Substation to Round Rock Substation was completed and energized. This includes construction of two new substations, the Spanish Oak and Ridgmar substations. Both substations are energized, and in January, crews will finish up the last remaining work on each substation.

Construction update
Transmission line installation is nearly complete along Hero Way from Texas 183A to Ronald Reagan Boulevard, and along Ronald Reagan Boulevard from Hero Way to RM 2243. The remaining work is being done at substations at each end of the line.

Pole installation is complete and wire work is continuing along Ronald Reagan Boulevard from RM 2243 to New Hope Drive. Drilling work along RM 1431 is complete, and pole setting and wire stringing along that stretch of the project is ongoing, with substantial completion anticipated by the end of 2019.

Clearing on the Georgetown Railroad property is complete. Protective wooden mats have been laid down and foundations are being installed along the rebuild section of the project west of Interstate 35 between RM 1431 and Sam Bass Road in Round Rock. Transmission line work in that area is expected to be complete by the end of the year.

Construction update

Crews are scheduled to begin laying wooden mats in the vicinities of the Oak Hollow, Wood Glen and Woods neighborhoods in Round Rock on Monday, Sept. 30, to protect grassy terrain. The mats will not be placed on sidewalks, and it will take up to about two weeks for all of the mats to be laid down.

The mats are expected to be in place through the end of the year, though weather-related delays could lead to schedule adjustments. Drilling work related to structures in the area is expected to begin in the early to mid October.

Construction update
Crews have installed more than a dozen transmission structures along Hero Way and Ronald Reagan Boulevard in Leander. In mid- to late September, they will be installing transmission line along Ronald Reagan Boulevard from Hero Way to south of RM 2243, with plans to cross Whitestone Boulevard by early October.

Trenching work is ongoing along Ronald Reagan Boulevard from south of RM 2243 to south of east Crystal Falls Parkway in Leander.

Additionally, crews are clearing the Georgetown Railroad property easement in Round Rock, and doing drilling work for various structures along Whitestone Boulevard. Work on the rebuild section of the project west of Interstate 35 between RM 1431 and Sam Bass Road is on track to begin in a couple weeks.

July 29, 2019
Construction update
Crews were beginning work Monday, July 29, at the intersection of New Hope Drive and Ronald Reagan Boulevard stretching to just south of the intersection of Ronald Reagan and Crystal Falls Parkway. There will be an inside lane closure in the work area on the northbound side of Ronald Reagan.

At the New Hope and Ronald Reagan intersection, traffic is expected to be stopped one time for approximately 5 minutes to pass a rope across the northbound lane of Ronald Reagan and CR 272. At the Caballo Ranch Boulevard and Ronald Reagan intersection, traffic will be stopped one time for approximately 5 minutes to pass a rope across the intersection, inside the median right of way. No traffic stops between the hours of 8:30 a.m. and 5 p.m. are anticipated.

Work in this location is scheduled to take place through Saturday, Aug. 24. The current work schedule is 6 a.m. to 4:30 p.m., and closures are expected to be removed before 5 p.m. each day. No impediment to southbound traffic flow is expected during this work.

Construction update
Construction crews will be working along RR 2243 and Ronald Reagan Boulevard in Leander on Wednesday, July 10. Between 7 a.m. and 4:30 p.m., crews will pull rope across RR 2243 and later, across Ronald Reagan Boulevard. This will require traffic to be stopped on Ronald Reagan twice for about five to 10 minutes each time: once near RR 2243 and once near Hero Way.

The inside lane of southbound Ronald Reagan is expected to be closed from Hero Way to RR 2243 throughout the work on Wednesday, and guard buckets and boom trucks will be in use.

The work could potentially continue into Thursday, July 11. If so, this page will be updated with the location and any potential impacts to traffic.

Crews plan to install the new wire the week of July 15. No traffic stops are expected during that time, but additional inside lane closures are possible. Police will be on the scene in case a traffic stop becomes necessary to safely complete the work.

Construction update
Construction work over U.S. Route 183A was delayed a couple of days after severe weather blew through the area Sunday night. The construction is now scheduled to be completed by 5 a.m. Thursday, June 13. Traffic could be stopped for brief periods a few times a night between 9 p.m. and 5 a.m. on Monday and Tuesday, June 10 and 11.

Installation of the transmission line along a section of the project that parallels Hero Way is scheduled June 13-21 between 7 a.m. and 5:30 p.m. No additional lane closures are anticipated.

Pole, transmission line installation begins
Crews have begun installing poles on the portion of the project between the Leander and Spanish Oak substations along Ronald Reagan Boulevard. Clearing of the right of way will continue on the north and south sides of Ranch to Market Road 1431 this month. Installation of the transmission line along a section of the project that crosses U.S. Route 183A at Hero Way is scheduled June 7-10 between the hours of 9 p.m. and 5 a.m. As part of this, traffic will be stopped at the intersection four times on Friday night, for about 10 minutes each time.

Construction progress
Construction on the new transmission line is expected to continue through March 2020. Over the next month, transmission line work will continue in Leander and Cedar Park, primarily along Hero Way, Ronald Reagan Boulevard and County Road 272. Additionally, work activities likely will begin along FM 1431, stretching into Round Rock. The work can involve the use of large trucks and equipment and other machinery or vehicles typically used in transmission line construction projects.

Standard hours for work on this project are Mondays-Fridays from 6 a.m. until around 5 p.m. and Saturdays 7:30 a.m. until about 4:30 p.m. We make efforts to limit weekend work; however, due to weather-related and other issues, work during those hours is necessary from time to time to help facilitate efficient completion of the project.

Application filed with the Public Utility Commission of Texas

LCRA TSC on April 28 filed an application with the PUC to amend its Certificate of Convenience and Necessity (CCN) for the Leander-Round Rock Transmission Project.
The application includes data on 31 alternate routes that range from approximately 12 to 21 miles long and are estimated to cost from $67.8 million to $99.6 million (including the proposed transmission and substation facilities). Numerous other routes could be created by combining the filed segments into additional routes. The route order is numerical and does not signify any preference on LCRA TSC’s part as to which route is ultimately approved.

In its application, LCRA TSC identifies Route 31 (consisting of links D-F-X5-Z5-A6-C6-F6 (Substation Site 2-8)-M-P-Q-Q4-V-W-T4-X-J1-A5-L1-P1-T1-V5-D2-(Substation Site 1-7)-K4-J2-Q2-S2-Y2-Z2-P5-B3-C3-E3-G3-I3-J4) as the filed route that LCRA TSC believes best addresses the routing requirements of the Public Utility Regulatory Act and the regulations of the Public Utility Commission of Texas.

The identification of Route 31 as the route that best addresses the PUC’s routing criteria was based significantly on its relatively low estimated cost and input provided by local elected officials, including resolutions adopted by the cities of Leander, Cedar Park and Round Rock, and on LCRA TSC’s evaluation of the overall manner in which Route 31 impacts the community by using existing transmission line corridor and following existing rights of way for a significant portion of its length, minimizing newly affected habitable structures within proximity to the project, and avoiding the Brushy Creek environmentally sensitive area. LCRA TSC hosted two open houses in Cedar Park and Leander in October 2015 to gather input and inform stakeholders about the project. Over 615 people attended one or both of the open houses. Since the open houses, LCRA staff met with numerous local and state elected officials and school districts, school classes, municipal utility districts, and developers and commercial property owners. LCRA staff have also met with hundreds of landowners and homeowners associations.
Subsequent to the open houses, LCRA TSC received more than 1,200 emails from interested parties and stakeholders. The cities of Leander, Cedar Park and Round Rock all passed resolutions generally supporting a transmission line route for the project along FM 1431, Sam Bass Road and Leander Road.

The application identifies 16 possible alternate substation sites; eight in each of two substation siting areas. Portions of some of the proposed route alternatives include rebuilding existing LCRA TSC transmission lines located north of the Round Rock substation.

In conjunction with filing the application on April 28, 2016, LCRA TSC mailed letters to all landowners whose land is crossed by an alternative route or who own property located within at least 300 feet of an alternative route. The notices include information about how those property owners can participate in the proceeding. LCRA TSC will also publish public notifications in area newspapers as required by PUC regulations. On April 28, 2016, LCRA TSC also provided notices to municipal, county, state and federal elected officials. The intervention deadline is June 13, 2016. If approved by the PUC, the transmission line, Substation 1 and Substation 2 are scheduled to be energized by December 2019.

The PUC assigned docket number 45866 to LCRA TSC’s application to amend its CCN. LCRA TSC plans to file its application the week of April 25, and will post its full application on this page. LCRA TSC also will send an email update to interested stakeholders when the CCN application is filed.

Application filing timeframe announcement

LCRA TSC anticipates filing a CCN application for the Leander-Round 138-kV Transmission Line Project Rock project in the April-May timeframe. A few days before the application is filed, LCRA TSC will obtain a docket number for the
project from the PUC.

On March 1, LCRA TSC anticipates filing a CCN application for the Zorn-Marion 345-kV Transmission Line Project in Guadalupe County.
The PUC has assigned Docket No. 45601 to the Zorn-Marion CCN application. The Zorn-Marion CCN application is unrelated to the Leander-Round Rock project.

2015 Updates

  • December 2015: LCRA TSC continues in the assessment phase of the project. At this time, LCRA TSC has not submitted any routes to the Public Utility Commission of Texas (PUC). LCRA TSC expects to file its application with
    the PUC in spring 2016.
  • November 2015: On Nov. 19, the Customer Protection Staff of the PUC opened Docket No. 45364 to receive comments on the proposed line. The docket will be a repository for comments filed at the PUC before LCRA TSC files its Certificate of Convenience and Necessity application, which is expected in spring 2016. When LCRA TSC files its application, any comments filed in Docket No. 45364 will be moved to the new docket that will be opened for the filing of LCRA TSC’s application.
  • October 2015: Open house details and materials
    • LCRA TSC hosted two open houses on the proposed Leander-Round Rock 138-kV Transmission Line Project. The open houses were held Tuesday, Oct. 13, at the Austin Sports Center of Cedar Park, 1420 Toro Grande Blvd., and Wednesday, Oct. 14, at the Leander Independent School District Wiley Middle School Cafeteria, 1526 Raider Way. Potentially affected landowners and elected officials were invited to learn more about the project and provide input on the preliminary route segments and alternative substation sites. Potentially affected landowners are those listed on county tax rolls as owners of land within 300 feet of the centerline of any proposed preliminary route segment. Open house notices were published in area newspapers. The information LCRA TSC provided at the Oct. 13 and 14 open houses include:


2014 Updates

  • Late 2014/early 2015: LCRA TSC’s consultant, Power Engineers, delineated the project study area and began data collection and constraint mapping.
  • LCRA TSC sent letters to local, state and federal officials and agencies asking for information that could affect the transmission line route in the project area.
  • August 2014: LCRA TSC selected Power Engineers, an engineering and environmental consulting firm, to conduct the routing and environmental assessment phase of the project, which includes:
    • Delineation of the project study area.
    • Data collection.
    • Environmental and land use constraint mapping.
    • Identification of preliminary route segments and alternate sites for the new substations.
  • LCRA TSC met with city and county governmental stakeholders seeking information that could affect the transmission line routing in the project area.
  • June 2014: Electric Reliability Council of Texas staff presented its independent review findings to the ERCOT Board of Directors for review.
  • February–May 2014: ERCOT conducted an independent review of the project, including assessment of 13 possible project alternatives and/or endpoint possibilities.
    • ERCOT presented its independent review findings to LCRA TSC, the ERCOT Regional Planning Group and ERCOT Technical Advisory Committee.
    • The LCRA TSC Board of Directors approved funding for the project in the fiscal year 2015 capital plan.
  • October 2013–February 2014: LCRA TSC and Pedernales Electric Cooperative (PEC) representatives met with city, county and state elected officials to discuss the need for the new substations and transmission line.
    • LCRA TSC and PEC discussed the proposed project with LCRA regional council members at their meeting in Round Rock. Regional council members from Williamson County were invited to attend.
    • LCRA TSC submitted the Leander-Parmer-Round Rock Transmission Line Addition project to the ERCOT for review.
    • ERCOT designated the project as “Tier 1” – a project costing more than $50 million that requires independent review by ERCOT and endorsement by the ERCOT Board of Directors.
