The Mountain Home Transmission Project is designed to bring transmission infrastructure to growing areas in Gillespie, Kimble and Kerr counties in Texas. The project includes construction of a new 138-kilovolt (kV) load-serving Mountain Home Substation and a new 138-kV transmission line connecting the Mountain Home substation to existing substations located in Harper and Hunt. In order to construct and operate these facilities, LCRA Transmission Services Corporation filed an application to amend its existing Certificate of Convenience and Necessity with the Public Utility Commission of Texas.

CCN project complete
The Mountain Home Transmission Project is complete and energized.

July 29, 2022
Activity update
Crews have completed a significant amount of construction on the Mountain Home Transmission Project. The new Mountain Home Substation and Mountain Home to Hunt Transmission Line have been energized. Construction on the Mountain Home to Headwaters Transmission Line is continuing. The project is expected to be in service in late 2022. LCRA TSC has acquired all easements for the project.

Activity update
LCRA Transmission Services Corporation is in the process of acquiring easements for the Mountain Home transmission project. Additionally, the project team is performing preconstruction and engineering design work. Construction is scheduled to begin in spring 2021, and the line is expected to be in service in the fall of 2022.

PUC selects route for transmission line
The Public Utility Commission of Texas approved Route Hunt 37A consisting of the following segments: X3-B-F-I5-C5-V4-Z3-W4-T4-Sub. 3-L1-N1-Z1-B2-F2-I3-J3-M3-R3. See the map of the approved route [PDF]. The Public Utility Commission of Texas heard public comments on the project at its May 29 meeting.

Texas State Office of Administrative Hearings administrative law judges on April 21 issued a proposal for decision in the Mountain Home Transmission Project CCN case (Public Utility Commission of Texas Docket No. 49523). The PUC will consider the Mountain Home case for a final decision at one of its upcoming open meetings.

Application revisions filed with Public Utility
Commission of Texas

LCRA TSC filed a revision to its application with the Public Utility Commission of Texas (PUC) on July 19, 2019. The revisions provide updated information on estimated route costs, which range from $61 million to $75 million. The revisions also update some information on Tables 5-1 and 5-2 addressing environmental data.

Application filed with the Public Utility Commission of Texas
LCRA TSC filed an application with the Public Utility Commission of Texas (PUC) on May 31 to amend its Certificate of Convenience and Necessity for the Mountain Home 138-kV Transmission Line Project. The application includes data on 40 alternative routes that range from approximately 21 to 30 miles. Numerous other routes could be created by combining the filed segments into additional routes. The route order is numerical and does not signify any preference on LCRA TSC’s part as to which route is ultimately approved.

In the application, LCRA TSC identifies Route 13 (consisting of segments X3-B-F-I-U3-V3-Z3-Q-A1-B1-F1-H1-T4-Sub Site 3-L1-O1-R1-X1-I2-Q2-U2-T2-G3-L3-W3-Q3) as the filed route that LCRA TSC believes best addresses the PUC’s routing criteria. LCRA TSC based this on factors such as Route 13’s relatively low estimated cost and short length, and other
criteria relating to the overall manner in which Route 13 minimizes impacts to the community by using an existing transmission line corridor and following existing rights of way for a significant portion of its length, minimizing the number of habitable structures within proximity to the project, and minimizing impacts to natural and cultural resources.

All routes, route segments and substation sites included in the application —available at the link above — are available for selection and approval by the PUC. The deadline for intervention in PUC docket No. 49523 is July 15, 2019. If approved by the PUC, the transmission line and Mountain Home Substation are scheduled to be energized by December 2022.

Second public open house scheduled for Nov. 7 in Ingram
LCRA TSC hosted an open house for the proposed project on June 26, 2018 in Mountain Home. Since then, LCRA TSC has expanded the study area and added additional alternative transmission line route segments, including some segments connecting to the existing Ingram Substation. Therefore, LCRA TSC is hosting a second open house for landowners located near the newly added alternative route segments. Public Open House in Mountain Home on June 26
Representatives from LCRA TSC and POWER Engineers, the routing consulting firm, will be available to answer questions and discuss specific aspects of the project. The open house will be on Tuesday, June 26 from 5:30 to 8 p.m. at the Mountain Home Volunteer Fire Department, 5475 Junction Highway, Mountain Home, TX 78058.
