LCRA helps City of Caldwell move into ERCOT grid

March 30, 2026

LCRA was instrumental in moving the City of Caldwell municipal utility to the Electric Reliability Council of Texas system – a development the city sought for years to bolster its electric service reliability.

Why this matters

Building out new transmission infrastructure is a sizable enough task on its own, and LCRA did that while ensuring the city could seamlessly integrate into the ERCOT grid.

Coordination began early this decade, with LCRA supporting the city in several project phases, drawing on expertise in substation operations and the ERCOT regulatory environment.

How we helped

Caldwell moved from the Midcontinent Independent System Operator (MISO) to the ERCOT grid to align with most other Texas cities, a move city officials said will improve reliability. The city’s position on MISO made it vulnerable to service interruptions.

This move was possible partly because LCRA completed the Cooks Point transmission line in 2021 on storm-hardened structures. The substation has the capacity to add equipment that would support future growth in the area.
